Introduction

Policy statements by the United Nations and affiliates, at the global level and the African Union at the continental level affirm the anticipated benefits of the internetworked world and associated information and communication technology (ICT) to society in general and to the world of business specifically. There is consensus that this sector has considerable potential for improved business outcomes through the harnessing of ICT (Stephen and Panther, 2021). This is so because adopting digital technologies, among other benefits, augments small differences in skill and enhances productivity and quality for higher returns. This is in part by increasing the size of an entity’s market (OECD, 2015). The policy should reflect concern for the small and disadvantaged Deutsches Institut für Entwicklungspolitik (DIE, 2020).
